Rev. James \u201cWoody\u201d Woodfin and J.B. Huffman officiated. <br \/>\nMr. Carter is survived by his daughter, Heather Carter (Shane) Williams; grandson, Carter Maxwell Williams; sister, Elaine Carter (Harold) Brookshire; special friend, Teresa Davis; as well as several nieces and nephews. <br \/>\nMr. Carter was preceded in death by his parents, James Hugh Carter and Burma Williams Taylor Carter; and half brother, William \u201cBilly\u201d Taylor, Jr. <br \/>\nJeff was born on April 17, 1951, in Scottsboro, Alabama. After he graduated from Section High School, Jeff attended Northeast Alabama Community College.<br \/>\nAfter graduating college, he started his career in finance and loans and worked in Alabama, Mississippi, and Tennessee.
