During the recent Scottsboro City Council work session, Amee Winsett again spoke to the council. Winsett previously spoke during a July 15 work session regarding a tethering ordinance. \u201cFor the last two years, I have watched two dogs chained up, 24\/7 everyday. Suffering and without water every day in this 100 degree Alabama weather. All I ever hear is Animal Control say, \u2018There\u2019s nothing we can do.\u2019 Why do we have and pay taxes for animal control if they can\u2019t and don\u2019t protect our animals?\u201d City Attorney Stephen Kennamer recommended an ordinance be drafted based on that of the City of Athens regarding dog tethering, with punishment of up to 30 days in jail and a fine of up to $500.<\/p>\n
A public hearing for the Community Development Block Grant was held. This hearing\u2019s purpose was to notify the public that the City will be applying for a Community Development Block Grant. The CDBG program is monies distributed for several grants throughout the year to cities in the United States and the State of Alabama.<\/p>\n
The 772 and Cooperative District was discussed. The City of Scottsboro has approved several 772 (tax incentive) agreements for new businesses in the past. However, this would be the first Cooperative District Agreement.<\/p>\n
Kevin Jennings with Noon Real Estate, LLC, a real estate company, based out of Chattanooga, Tennessee addressed the council regarding this matter.<\/p>\n
He began by stating, \u201cI just want to commend you guys for the recent rezoning of some residential land to enhance density on that property. We are here to talk about a large arts and crafts store, Hobby Lobby.\u201d<\/p>\n
Kennamer stated, \u201cEveryone agrees that the store can charge a bit more to pay for things up to a certain period of time through these agreements. These are standard incentives that cities like Scottsboro and most of the cities in Jackson County and Northeast Alabama are vying for economic development in commercial zoning.\u201d<\/p>\n
